01-03 ls 430 retrofit with 04-06 ls 430 projectors?
does anyone have any info on how to do this or where it can be done in nor-cal? also, any info on how much 04-06 ls 430 projectors cost?

Wont fit, projector is too big for the low beam opening 
. Your other choice is to go with a projector such as S2k, the will fit and you'd be able to retrain your auto leveling system.

LS430 projectors will run you about $350 for a mint set.
As for the retrofit, depending on who does it, it could be anywhere from $350-$600, depending on how custom it is.
You also need a pair of ballasts, bulbs, and a wiring harness, and that can be like an extra $300.
So after shipping you're looking at $1,200 easily.
