Does it matter what I do first?
Planning on getting new rims, tires and lower my car. Does it matter if I lower it on RS*R Downs and then put 20" wheels on it? Or put the 20" first then lower? Sorry I'm new

To answer your question, there's no specific order or pattern of doing this. Simple, it's up to you. As someone mentioned, knowing how low the car will seat will help you determine the size of the tires for your 20's. In my case, I've always added wheels first, then suspension. Of course, I will always go with lowest tire possible (225/30-20).

I'd rather look at my car lower first than have new wheels on stock height, doesn't look right. I only get coil overs and never have gone just springs so my opinion might not apply to your dilemma that much.
If you're set on getting springs, then maybe you should get springs first and then research what wheels/tire setup can fit since you can't adjust height.

Lower first
If you put wheels on first all you will be able to think about is how fast you can get it lowered. If you have seen the pics of cars with wheels prior to being lowered you will see what i mean. It looks like crap.
