Your suggestion of polishing by hand has worked very well for me with bird droppings in the past
You can try ScratchX 2.0 or Scratch Out to get rid of it. With about 3 applications, it should get rid of the milky look of the etching, but it will not get rid of the edges (outline) of the etching if deep. I have used Meguiars Ultimate Polish orvUltimate Compound (by hand) to get out deeper etches. Use an quality applicator sponge instead of a microfiber pad, as the sponge is more aggressive. Do not put too much pressure when using aggressive liquids though. Wash, clay, then use the products. Clean again, then seal or wax after. If all else fails, a good reputable detailer can wet sand it out for you.
