I would just touch it up, but it will not look good anymore. it really depends on how you feel about it. If money is not concern, get GFX front lip. It still gives the factor look with a bit more aggressive setting.
Check you owner manual for the directions of setting the warning orange light/ring. If you want to see it in red color, drive over 100mph. (please do this safely).

I can think of many options:
1. Buy a color-matched spray can http://www.automotivetouchup.com/ (or other vendors of that commodity) , take out that lower strip of your bumper (it is a separate pieces of your main bumper), sand, prime and repaint by yourself.---Could be a fun, DIY option.
2. Have the detailer try buffing out those scratches as much as possible. Chances are that they should be able to remove most, if not all the scratecs, without having to repaint. (They will be able to tell you if the scratches are too deep to buff out or not)
3. If the second option doesn't come out with satisfactory result, you can re-paint that lower lip. You dont have to paint the whole bumper. As I said, it is the separate piece of the main bumbper.
4. Buy a pre-painted GFX lips. Or any other lips that covers that lower strip.
