I removed mine once, totally put it right back on. Just the thought of having no coverage or protection around the fogs and the area above the tire is a no no....anything and everything can get in there.
Mine are just tore through but on my old Civic I cut the entire center section out and left the area where water would get into the door jamb. I didn't have fogs. It you could leave that section too.

Yours are currently tore through? I figured you of all people would have removed it entirely since your rear fender covers 1/4 of your rear wheel
I also had no front liners on both of my Civics. Only had issues with a little dampness because moisture seeped through a wiring harness grommet into the driver side cabin floor board.
My fronts are pretty much torn through on both sides... I would complety take them off, but I have the ballast there for the HID fogs.. Soo just gonna leave them there to kinda protect them.
Damn how did some of you manage to not modify the rears, I had to shave a metal tab that was eating my tires, next is relocating the bolt upfront, slammed it yesterday and rode for about 15min, now I feel like i need new front tires
