Default Fuel Filter questions

I did a search and came up empty---how often should the fuel filter be replaced--how much is it? is their a DIY for it?

My symptom is when I make a right turn the car seems to hesitiate for about a second before it takes off-like it stalls...hard to explain.

sounds more the traction control is killing power.... I think the fuel filter is in the tank and the manual dosen't call for it to be changed.
