Rush Hour Driving
Is there any particular model year of the IS F that is the most bearable in stop-and-go rush hour traffic, particularly over hilly and poorly maintained roads? I know this is not at all the kind of situation that a sports sedan is good for, but it's unavoidable in the case of using the car as a daily driver.

All of them. Because once you hit the open road all of that is quickly forgotten.
Or spend a couple g's to soften the suspension if necessary. Everyone's butt is different when it comes to ride quality. Personally I have a 12 and have ridden in an 09, neither of which I thought were 'harsh'.

I live in similar conditions, maybe worse, and I don't think the year is going to change it by much. I don't even think any of the other cars in this 'performance sedan' category will fair any better. I've had a c63 with dampening controls and it was useless in comfort. This car is very similar when it comes to unsmooth roads.
