It's a 'hidden' LPS (Lexus Personalized Setting) option. If you ask nicely the dealer can disable them. Most of the time they are b1tching about it though. But it is possible, I got mine turned off.

They are an ugly yellow and DRL should be reserved for motorcyclists !

you may not have them i think its a states thing. they are the lightsnext to the grill they light up when the lights are off. but like i said maybe only in usa

DRL's are a requirement in Canada. Most Foreign and US Auto Manufacturers, who sell cars in the US, have chosen to use them in the US even though it's not required here. As has been said, if you feel strongly about it, they can be turned off. Again, in Canada, it's against the law to turn them off.
DRL has been shown to reduce car accidents simply because they make your cars more visible to oncoming traffic, this may be more important if you live in the Northwest. personally, i don't think it's a good idea to turn them off. if the color bothers you, consider changing to LED's although that would compromise high beam light.
