I'm guessing Lexus will spend boat loads onf R&D to figure out how to refresh the cup holder location!

For now Lexus wants to concentrate its efforts on reliability - especially after faltering with the floormat/unintended acceleration fiasco several years ago. True, those were not reliability issues but it tarnished their "perfect" image.

MY2017 will introduce a larger navi screen (10") and possibly some other visual updates. MY2018 will have updated LED headlights and corresponding front bumper changes. I don't know if anyone else has noticed, but I'm nit-picky and am not happy that my quad LED bulbs don't align with the bumper grooves like the dual bulb Xenon HIDs.
good, because reliability on the '06-to-early-'10 second-generation 250s was poor due to the horrible carbon buildup issues that led to engines being rebuilt left and right.

Maybe they'll have the Tri-LED headlight like the RC-F....

So according to your "credible" source, the 2018 model year will be the refresh (with new bumpers) and a brand new 4th gen model will be in MY2019? That makes ZERO sense. If this were true, you're saying Lexus will launch a brand new model one year after a refresh? Negative dude. Not happening. Manufacturers do not do that. The point of a refresh is just that, too keep it fresh to maintain/boost sales. It would be wasteful (and pointless) to spend that money on R&D for the LCI just to introduce a brand new model the next year.

It is almost guaranteed the refresh is next year (MY2017). If somehow Lexus deviates from this and refreshes in MY2018, then it would mean the 3rd gen IS would run at least to MY2020. 4 up front and 3 in the back. If they go longer, a second refresh is likely. The 2nd gen IS went 3, 3, 2, with 2 refreshes. But that may have been an outlier due to the economy in the middle of the term.
