Different top speeds on the same 2G IS model..THE HECK!?

Different top speeds on the same 2G IS model..THE HECK!?
Hi all,
I am looking to buy a 2nd gen IS250 and we get imports from Japan and Singapore over here in NZ plus of course NZ new vehicles. Strange thing is that the Singapore and NZ IS250s have speedos that go upto 260 Km/h whereas Japanese imports only go upto 180 Km/h!? what gives? Someone was saying they have different ECUs - is this true? If so, does this actually affect performance?
