I am using the Lexus Drivers site. None of the recalls were
mentioned under the "service history". But the lady at Lexus I called
said they were already taken care of. Weird.

Lexus is a a Toyota brand so you should be able to look up recalls by the VIN on the toyota, or lexus website. Are you using a dealership website or the Toyota of America website? Also remember Recalls of vehicles goes by vin count so when they say 23,000 vehicles are effected, it is counted by VIN number. So JTHxxxxxx000001 to JTHxxxxxxxx23000 are vehicles that are affected so if you have vehicle 23,001 then you technically don't qualify for any recall. Issues could be corrected in house by factory so an early 2009 vehicle can be different than a late 2009 vehicle. If that makes any sense.
Also like jeff said, it depends on who the distributor is. Toyota if North America covers these recalls so if the dealer /distribitor is not toyota of north america then the car wont qualify for any North american recalls. For Example, A guy in Saudi Arabia tried to get a carbon buildup recall done since his car was a north american car but the lexus dealership looked at him like he was crazy because they never heard of any carbon build up recall. Lexus of UAE doesnt speak with Lexus if NA

When you have to show that your car is affected, that's usually a TSB. I can't think of a recall where you have to show your car is impacted, other than being in the covered VIN sequence.

Absolutely. Sometimes a MFG has multiple plants, and the issue is only from a particular plant. Or they discover the problem mid-model year, and fix the issue on the cars produced after they find the problem (unless it's GM, then they keep producing the problem cars for years).
