How many pound feet of torque is needed for tpms screw?
As the title says, is there a specific amount?
Lastly, each tpms has a washer... Does that go INSIDE the wheel or do you place the tpms through the tpms hole of the wheel, then place the washer from the outside of the wheel onto the tpms shaft, then use the tpms screw to screw it all down?

The washer goes on the outside of the wheel (the face side) onto the tpms shaft. The torque specs are lowest 35 in-lb (4 Nm) to highest 81 in-lb (9 Nm) according to tirerack

^ i was gonna say.... FOOT POUNDS seem a little excessive and you should probably be using INCH POUNDS. if you were to use a ft lb torque wrench, 35-81in lb would only be 3-6 ft lbs, so youd have to find a 0-10/15 ft lb tq wrench, if they even exist. but it would be easier to use a 0-150 in lb tq wrench and tq to the specs will called out
