You'd think so. Here's a noobish question.
Would it be fair to say
recall=TSB? Or is their a significant difference

Surprised the carbon build-up one isn't on there yet...

Nope different. I should change the title of this thread to recall/TSB.

Yea TSB is something only the mechanics at lexus dealerships should know about. Not necessarily the public. The TSB's only get done if said owner of car comes in to complain.
The recalls HAVE TO be done and owners get notified.
