I think this is rather normal. It's basically dangling on the rubber hangers.
The same goes for my Tanabe... I was driving behind my wife and also noticed that the exhausts will rock when she hits a bump on the road.
If you're really concerned perhaps you can use some zip ties and strap on down on both sides to reduce the rocking.

Was there ever a recall for the exhaust hangers? I remember seeing early 2IS with bouncing exhausts all the time (easy to spot with the rough freeways/roads here). My wife's car doesn't do that and lately i haven't seen that to be a "usual" occurrence, makes me think there was some change done.

My friend was driving behind me recently after I installed the Tanabe and said the same thing. I haven't seen it myself but might look into switching out the hangers with the stiff exhaust hangers.
