As for wheel cleaning, I don't know if you can find it locally but it's worth the wait even if you have to order it. P21 wheel cleaner.

I want to say they look like old school Work Equips. Like projectdna said, inside the inner barrel of each wheel there should be a sticker with some info. If there isn't you can try and see if there is something stamped on the back of the spokes.

i'm ON that P21 today!
I saw it on Amazon with a bunch of "stars" just last night. (EDIT~Just purchased it)
I think I saw a sticker while moving them. Ill photograph it soon as I clean it up a bit.

in germany there are strong (and annoying) regulations.. all after market car parts and modifications need to be approved by the german TÜV. for example when you buy wheels on the german market, they already have the right papers. after buying and installing them you need to go to the TÜV and let them have inspected. and if you do not have the right papers, most inspectors will not give you the approval, which is necessary to drive legally with those modifications.
to make this idiocracy a lot less pain(in the ***)ful you need to find a dealer who will do all the import stuff for you and has good connections to a TÜV inspector who is willing. and this combination is very rare in germany.
normally all this takes only a couple of month, but the first dealer i went with screwed me.
