Sorry, I should have mentioned in the original post that I am aware of the difference in the volume between the US Gallon and the Imperial Gallon. However, even taking this into account, there is a considerable discrepancy in mpg.
The ballpark conversion for US 28 mpg is 33.5 UK mpg - still a discrepancy of 10 mpg.
For US mpg 32.0, the conversion amount should be 40 UK mpg, 7 mpg less than that seen in the UK Lexus specs.
Overall, there is a 8-9 mpg difference in favor of the UK model. What could explain this difference?

It is due to the rating system that the UK model uses. the EPA used to do testing that was not really representative of the real world driving so they changed the way they test vehicles a few years ago. The UK system is outdated and is not representative of the real world
