Tow hitch bumper cover

Tow hitch bumper cover
Hello all,
On the used 2013 GX 460 that I recently purchased, the previous owner had added a tow hitch (not the OEM style, but the simple, smaller one (class III only?)).
He stated that he did the installation himself, and it appears that he broke many of the tabs on the cover portion that goes right above the hitch itself.
Since the tabs have been completely broken off in several places, it can't be repaired, but needs to be replaced.
I'm having a hard time figuring out exactly what is the replacement part number required for this trim piece.

The problem is that it appears that the part number is the same for the part for towing and without towing (in this case, #52169B). I assume the part for a tow hitch has some sort of different in shape, but if they both have the same part number, how am I to order the correct unit?
In addition, in the diagram, there is another part (under the "towing" picture) with this part number: #52169C. I'm not sure what that part is for, but seems to imply it is needed?
Anyone have recommendations for the parts that I need to order?

I have a 2014 but to me it looks like the only difference is that part that is used for vehicles with the hitch. The outer cover is the same, but I believe you'll have to get it painted.

Picture of broken piece
Here is a photo I took this morning of the piece in question. As you can see, the tabs are broken, so it won't fit flush anymore. I'm afraid it will fly off at some point...

The covering is very flimsy. I tried to remove the covering once and I noticed that the clips are very poorly designed. There is a built-in hitch for light items like a bike carrier behind that cover. Many people are buying the trailer hitch for their vehicle to carry items like a bike rack. A bike rack can be installed in the receiver that came with the GX. The trailer hitch that is under the vehicle is for towing larger items like a trailer.

Thank you for posting this picture. Could you please post one without the cover on? By the way, I think replacing the entire piece with a brand new one is the way to go, but if you never want to remove that piece again, then JB Weld it.

I found the correct part, and ordered it; only $38 but unpainted.

I thought that it was supposed to be painted; already sent a question to the place I ordered it from and await the answer.
As for what is behind the cover, I will take a picture and post it. As far as I can see, there is no need for this part to be accessible, so not sure why the previous owner felt the need to take it off.
To access the spare, there is a little plastic piece you pop off on the bumper, and then insert a rod to lower the spare.
