Default windshield wiper fluid frozen

when temperature is lower than 15 degrees windshield wiper fluid freezes in supply line or squirter. Is this because of the cover at top of inside of the hood? Does that cover prevent engine heat keeping the system operable at lower temperatures. We need this system operable in the mountains of CO where ice melt is spread on the roads.

You should use a different fluid. Something like these

Could also install a fluid heater

You should winterize your washer fluid by adding a washer antifreeze or pump out the old fluid and pour in the products mentioned above. They should be good for temps to -20f

As others have already said, you should be running winter washer fluid in those conditions. If allowed to freeze, it could split lines, tanks, etc and cause damages.
