Headlight adjustment with Auto leveling

Headlight adjustment with Auto leveling
Hello Guys,
a few nights ago I noticed my headlights were shining into the trees, I could not believe it. So I looked at the level meters on the housings and everything was off, I could not believe it. I thought with auto level they should be level all the time?
I looked in the manual and adjusted the wheels accordingly and got the highs and lows in perfect balance. it took a while to move those wheels and the up and down wheel is way in side the fender area, a long Philips screw driver is needed and many turns on that wheel is required.
Now the problem, my Drivers side light only goes up and down slightly, where as the passenger side goes up and down slightly more.
At first the drivers side did nothing, I made a slight adjustment and it started working. Any suggestions what I may have done wrong or is its how its suppose to work?
