Where to buy this piece..

Hi CL, been looking for this piece for awhile and can't find it. In the pic, it's the pass. side and I need the driver side. I know it's not the retainers cause I have them. Also, once I get this piece how can I get it on? Glue, weld? Thanks!!!!!!
