Default A/C Relay in 2001 California GS300

My father just picked up a 2001 GS300 from California, but the AC is not working. The light flashes. There is pressure in the system, so we're looking for something electrical. One of the first things to check would be the AC relay, but I can't find it. I've done a bunch of searching as to where it might be and most post indicat the "mg clt" relay is the one for the magnetic clutch, but there is no such relay on this car. There is a 50 amp fuse, identified as being for the "htr" which includes the AC. but no AC relay that I can see.

We've identified the large relay/fuse box under the hood. The small thin relay box under the hood and the fuse panel under the change drawer in the dash.

I'm starting to wonder if this car is different because it is from California none of the diagrams on line match with what we've got.

So, if anyone can point us to the location of the relay for the AC or the "magnetic clutch," I would appreciate it.
