94 GS 300 vapor locking
About a month ago while traveling in my car, it stalled out while driving, and I have had trouble keeping it started, a buddy mechanic who is not fluent with imports, told me my car was dumping to much gas on to the fuel rods, and the car is having trouble burning it off. I don't have any clue what to do fix this issue. I've already changed the fuel pressure regulator, what am I missing?

Vapor locking is old school and doesnt really happen to newer cars. I believe it happened when the fuel in the lines got too hot and air pockets were formed. The car had to cool down and release the air. Its highly unlikely that is whats happening to you.
A few things you can check are the fuel filter, idle air control valve and the MAF meter. Past that its possible that you may need a complete fuel system cleaning that includes cleaning your throttle body and intake manifold. The fuel pump may be going out. But check the small stuff first. Plus if you dont know what you are doing, take it to a mechanic that knows more about your Lexus.
Also this should have gone in First Gen GS tech. Notice how Second Gen starts in 98. :-)
