License plate light lens - fogging....remedy?

License plate light lens - fogging....remedy?
CL members,
I rarely post questions unless I am stumped or just plain frustrated. Well.....I'm frustrated.
FYI, I did exhaust the "search" tool and the "lighting" section without any help.
Cutting to the chase, I have upgraded to the LEDS for the rear license plate bulbs and one of the lenses is fogged.
I have removed, detailed and placed foam inside the exterior trunk garnish that the lenses sit in.
However, same thing, this one lens keeps fogging up with moisture / white residue (car wash?)
Now, granted, its a 1998 and the foam around the lens base is pretty flat...if this is the culprit of allowing moisture / car wash suds in.....in lieu of purchasing new ones (if possible) what can I use to reseal?
I have attached pics of fogged lens and the trunk garnish. Is the gap between the garnish and the trunk allowing moisture and suds in? It had a gap prior to me placing foam inside the garnish anyway.
Your thoughts would be greatly appreciated.

You remove the trunk liner, but then the part with the lights and key hole needs to come off the trunk to remove the old housings, there's four screws. Two of mine would just spin in place and couldn't move the nuts off so I just gave up lol

I just ordered the LEDs, and its on its way. I'm hoping all goes well now that I know about the extra removal. Can't wait to have them as bright and white as the late model Lexus.
