Your vent control valve will definitely not cause a lean condition.
The vent control valve is a solenoid that is connected near the bottom of your air filter housing. That's the one thats going bad. Make sure vacuum lines are not disconnected, if not the the solenoid itself is bad.

Hey coldspring,
Did you ever replace the exhaust manifold / catalytic converters? I am having the same exact issue and I am wondering if it is the exhaust manifold that will do the trick, my CAT is definitely dislodged and clogged. Tried running CAT cleaner with no good results also did a bunch of leak testing, easy part replacements, spraying with carb cleaner for leaks although I know my CATS are bad or at least one. Please let me know, I really would like to hear that the exhaust manifold helped you with your situation before I go spending the $.
I appreciate any feedback, thanks!
