I did a decent repair by riveting piece of a plastic. You can add small washer to make the surface wider.

I'm not sure if this thread will help you out other than referencing places to purchase a stock one... as I doubt the 2GS shield would fit an 2IS (although you "may" be able to get away with it by cutting/drilling/etc. Doesn't this IS-F come with this piece stock?

Yes it comes with one but mine is missing. I need the front part (51441D), and i already have the back part (51442E). However it is all sold as one piece and its expensive, more than the one for the GS.
EDIT: Another thanks to Mr Jokster! Your link just made me realize some additional info. You linked for a 2014 ISF which is cheaper than for my 2008. I dont know why the price difference, they should be the same. But the part number is one digit off:
2008 - 5141053080 $318 shipped
2014 - 5141053081 $241 shipped

A deer took the front of my driver side (2008 ES350) off but most of the screws are still in place. How do the existing screws "release" so I can remove and try to replace the entire panel?
