I am looking to put a set of Volk GTS's on my GS400. I know everyone asks about offsets, I have read most of the threads but found exactly what I am looking for. Here is what I am considering:

Front: 19x8.5 +36

Rear: 19x9.5 +37

Will I be able to do this without fender modifcations or should I scale back to a +39 on the front and a +40 on the rear?

I have seen a setup of +39 on the front and +43 on the rear without modification but it looked to have some room to be a little more agressive without rubbing.

I have same width, but my fronts are +35 which is nothing. However; they are 20s and did not have to mod anything and did not have any rubbing issues. You will be fine.
