You can actually slip something (e.g. thin towel or blade squeegee) between the glass and the 3rd brake light's housing. I believe the housing has a pliable rubber gasket-type material around its edge so it doesn't rattle against the glass. When the rear window has tint applied the installer must slip the tint film between the glass and housing, and smooth it down against the glass. So, there is no reason why you can't do something similar to clean the glass behind the 3rd brake light.
