Default need some tech advice

so i just put my gs back together i torq the head to specs all new belts,head bolts,hydro tensioner,pullys ,cam seals,new knock sensors,gaskets,so my torq wrench only goes to twenty lbs and i needed to torq the cam caps at 14lbs so i call my buddy who is a master mechanic n he said to tighten them down til there are snug in sequence cause he said 20 lbs is to much n he said that the cams dont need to be to tight .so i check after i did the snug thing with an old school needle torq wrench and some were between 11lbs n 14lbs my boy said leave it the way it is n some people say loosen them up and re torq back to 14lbs but know i have the valve covers on n the intake mani ,,whats ur guys opinion

I am no master tech, but specs are specs. They are there for a reason.
