Door lock and random flashing lights

Door lock and random flashing lights
Hi all. My mom recently gave me her 2000 GS300 and I wanted to see if anyone could point me in the right direction regarding the 2 major issues I'm having with the car.
1) The key fob unlocks the doors just fine but doesn't lock them. The internal lock button on both the driver and passenger sides do not lock the car. I hear the noise like it should have locked and occasionally the locks will pretend that they want to lock (meaning they move but never get or stay into lock position) but so far I have had to manually push each lock closed before leaving the car. I read through a couple of threads, but nothing that exactly described my problem.
2) When starting the car, the outside lights flash for the first minute or two of driving -- it looks like I have the hazards on, but I don't... also sounds like I do - the clicking sound you hear when your hazards or indicators are on. Every once in a while to accompany the flashing, there is a screeching/squealing noise (it's a pulsing pattern, not continously). The flashing happens every time I crank the car, or even turn it to ACC, whether or not I actually drive it (e.g. if I left a window down and turned the car back on to roll it up, the lights will still flash).
My father said the mechanics said these are issues with the security system. So I'm turning to you all for advice/2nd opinions.
I'm a car novice, but can generally get the point if not spoken over my head, so any suggestions (or helpful threads) would be appreciated. Thanks guys!

it sounds like there is likely a problem with one of your door lock actuators. that sends a signal to the body control module and tells it if all doors are locked or unlocked and talks to the security system to tell it everythings alright. best way to get to the bottom of it is to find someone with a scan tool that can communicate with the body control module and look at the data for the door locks and see if any of them say locked when they should be saying unlocked or vice versa. than go from there.

Yep. That's the problem I'm having right now - my driver's side door lock actuator is on its way out.
Clicking the remote should result in a single beep when the car is locking the doors but if after a second or two the computer detects that one of the door lock actuators (say the driver's door) hasn't successfully locked, then there will be another beep signalling you that the car has not locked successfully.
