98 GS300 P0441 & P0446 W/(Pic)
Finally decide to do reserch and dig in to deal with the code for CA Smog inspection! As many others with the same code, many suggest VSV is defected! I search all over online but not too much details on DIY. Here is the scan tool data! Lexus dealer initial fee $130.00 for checking code. Their procedure is do EVAP leak test using Smoke and bi directional scanner to cycle ON/OFF Purge VSV and Canister vent control to ensure the system is seal probably base on EVAP monitor! HERE IS MY SCAN DATA! I m sure there is manual way to activate the VSV directly with BATT 12V power and jumper lead if you can get access or removal of the component from the Canister (Hard to reach area)!!!!

1 Where is the Cash Box ( Canister VSV and drain valve assembly)? FOUND IT! It is well protected area up above btw the Rear Differential! I hope you got small hand to get in there!
2 I label all the fitting line and vaccum hose! The rusted screw held the VSV needed to be removed in order to separate from the Cash Box assembly. Using small size (SMALL) VISE GRIP with narrow nose type, able to remove RUSTED SCREW from the housing using few spray of lubricant! FINALLY GOT IT OUT!! OUCH for 30min!
3 Here is test and spec on the OLD RUSTED looking VSV ]34.7 ohms
The new one has the 33.5 ohms which is almost identical. Resistance test sometime can not be valid and accurate even within specification unless either is OPEN OR HIGH infinite resistances.
4 Under load test! BINGO!! The OLD VSV does NOT CLICK at all when energized directly from battery booster. A replacement of $62.00 (INTERMOTOR CP419) VSV is the same OE

Make sure Clear the CODE and reset all monitors!
ECU may take certain DRIVE CYCLE and ENABLE CRITERIA to set all the monitors to COMPLETE! The EVAP monitor can only run at certain temperature period or time and fuel tank level within 1/4 to 3/4.
I decide to put on new GAS CAP as well since 181K & Will follow up with an update!
If that doesn't fix the EVAP code! I lost only $62.00 of my time!
There may be some where leak in EVAP system or Canister!

The CAT cover is starting to buzzing and roaring when idling too!r
Hopefully it can pass CA smog in order to survive 2 more yrs! Only OEM cat converter will work efficiently and properly! BIG COST expense in high milege car!

Here is my update after the Canister VSV replacement!
The Evap monitor set to COMPLETED after 5 hrs cool down period! The Oxygen sensor monitor and Oxygen Heater monitior also set to COMPLETED after constant 15min of 60mph of freeway driving. But Catalyst still in PENDING may need addtional drive cycle!

I ve to give an update on the GS400 later, not sure has the same layout, but i am sure it consist purge VSV , Canister assemblies, vapor pressure sensor , drain valve assemblies, Vent control solenoid VSV as well! Check for clicking by direct battery power and ground to the VSV. The Catalyst monitor is still in process for the monitor to COMPLETED. That is a TOUGH ONE Drive Cycles! I ll give an update once Smog inspection is done!

I forget to mention i got the VSV from a local auto warehouse! Check out online from Rock Auto or local NAPA parts, CarQuest, or local Toyota dealer if you have the part number. Toyota wont bother to talk to you if you give them LEXUS model! Find your model from (Toyota DIY.com) which has the resources for part reference!

Interesting how your EVAP monitor is completed before the CAT monitor. Since your car is a 98, you are allowed to have 2 not complete monitor and still pass the smog functional check portion.
