Any advice on low priced modifications and where to buy them?
I am looking to spruce up my 99' ES300 with some custom parts. Also, my bumper has some spiderweb shaped cracking going on and I was wondering how I can get this fixed and how much it would cost. (I know I keep talking about pricing but I am a penny pincher)

You've got one of the models that doesn't really have much available in the way of mods. K& N air filter and light bulb changes could be considered affordable. I imagine that you've got some national chain body/paint shops around for that bumper. Personally, I get the most satisfaction out of having a clean, detailed car. That's great for a penny pincher because you can do a $150 detail ten times over for $50 worth of product.

Oh yeah, replacement LEDs for yellowish parking and license lights are easy and cheap and help modernize your car. Rear license lighting actually makes a surprising difference in the way your car looks at night.
