oil leak under body

oil leak under body
Hello,
I have 2000 ES300 and found engin oil leak from underbody. Yesterday I left car to check oil leak and found oil leak and took the picture. Looks like small leak from inside of shiny panel where center of the picture and dripping from there. I was able to remove one bolt but unable to remove second one due to tiny space. I did not see any leakage from mid or upper area. My question is what is that inside of panel and how to fix the problem.
