I had a similar problem on a different car. Turned out to be spiderweb, caused by a spider that crawled in there.
Not saying that's your problem, but have a very close look at the speedometer, and note if you can see anything preventing the needle from moving freely.
Also try tapping lightly on the speedometer while it's stuck.
I am assuming that your odometer works correctly, and that no one has ever taken that speedometer apart.
