94 Es timing belt lh cam broken at pulley
So I'm driving on the freeway and my car turns off the timing belt cover is broken and the LH pulley is in tact but the cam that bolts on to he pulley is snapped any idea why a repair like this might cost or what it would take for me to do an in home job? I'll post pictures in a bit I've never heard of anything like this happening to Toyota or Lexus engines maybe the timing belt was off and caused it to snap?

Assuming nothing else was damaged, remove the old bolt and replace, do a timing belt job. You need to check if the knock pin sheered off, which is possible. If so, the camshaft itself may have also been damaged.

I'll take a picture a soon as I get home the pulley is fine imagine about an inch to the left the pin or whatever attaches to the cam just snapped off if its just a pin that connect s to the can that snapped I hope I can replace it but in which case I would still need to remove it from the cams right?

Looks like the camshaft sheared off.
