What does this part do?

Long story short, I have been hearing a hissing sound from my engine compartment and went to look and saw that these two cables were disconnected. I connected it back and my rpm lowered. What is it’s purpose? Edit: 2005 Lexus es330

I think they are a part of the evap system.
