That's and after market mic for a cell phone or cell phone head set.

that was my first guess but I dont see how i can connect it to the cellphone, do you think it is connected to the stereo. I know I could pull it out and find that out, but I thought someone here might have the same thing.

Could also be:
a) a microphone for a Bluetooth enabled GPS,
b) Part of an aftermarket alarm system. (Picks up the sound of braking glass)

There has to be a wire coming out of it somewhere.

yes there is a wire it goes down under the pedals and into the centre console. but I loose it from there I took the radio off hoping that I will see the cable but no. any other ideas?

I'd say an In Car phone from when the car was new, esptially if it goes to around the center console. My dad's old '94 Accord had the mic for the in car phone in the EXACT same place. Only it was smaller.
