P1351 code + vsc/vsc off lights + check engine

I have a 1999 Lexus ES300 with 133k miles. Have been getting this P1351 Code. I have changed the VVT Sensor (Bank 2), replaced timing belt and adjusted timing as well. Vehicle has rough idle. After resetting the code, it comes back after 30 miles or so and I get this code again. I need someone to help me as I have spent so much money on this car already. Thank you.

I have the same code on my 99 Rx300 I have read up and found it may be oil control valve or your computer is going out... let me know if you have any updates
