I have checked the horns and they both are good. I don't see a fuse for the horn but I do see a relay for the horn and replaced, still no horn working. Also the horn does not sound when the security system is triggered. Any help in what is my next step in troubleshooting would really be great. I suspect the steering wheel actuator is ok due to the horn still does not work when the security system is set off. That makes me think the problem is downstream from the steering wheel.

check the same fusebox under the hood beside the battery that contains the horn relay.. there is also a 10A fuse for the horn there.
