Idk what year yours is but the plug thingy in mine (2003) ((at least the one in the center console)) is only powered when the car is on. I assume you've tried it with your car on but anyways just trying to help

I have the same issue with my 1996 and was scratching my head over it.
I just assumed the charger must have popped a fuse. But later when my battery drained I plugged in a charging system diagnostic meter and the lighter receptacle has power.
Odd thing is, the phone charger cord worked for about 20 minutes when I first plugged it in. Then the LED went out.
I wonder if the issue is that the phone chargers are cheap Chinese junk and it's the charger that has failed on me (us)?

Check your fuse just to be sure. It's behind the change holder.
The engine doesn't need to be running just need the key in the ON position.
Have you tried the cig in the arm rest/center console?

I have tried both chargers (ashtray and in middle console). They pretty much charge when they want to. On and off...
I should change the fuse just to do it. Can't be to expensive anyways.

My license plate lights do this sometimes due to crimped wires.
You can swap one of the fuses with something else. Just make sure its the same amps

Pop off the center console cover and check the connector that powers the 12v socket.
If you have power at the socket then you have a open from the connector to the lighter socket or your simply not making a good connection in the lighter..

After further review... are you sure you don't have a problem with the phone or the car charger?
Have you tied the car charger/phone combination in another car?
