1998 ES300 wont lock

1998 ES300 wont lock
My Inlaws have a 1998 ES300 that will not lock. I tried using the key fob and using the passenger and drivers side door lock and the car will still not lock.
I ran through the following scenarios:
1) All doors locked - Using the fob I hit lock and the lights flash once and the car beeps once. I hit Unlock and nothing happens
2) All the doors unlocked - I hit unlock using the fob and the car beeps two times and the lights flash 2 times. I hit lock and nothing happens.
3) All doors locked - I use the unlock inside the car (driver side and passenger side) and all the doors unlock. I hit lock (drivers side and passenger side) and nothing happens.
Please help.
