If you want an okay job done to the civic for a real good price, try those mexican owned body shops on valley blvd in la puente. If you're looking for a good job, with decent pricing, I know of a place in El Monte called Hans Auto Body on Rush street. Their building looks kinda ghetto, but their work there is excellent. Check them up on yahoo yellow pages, they should be there.

Take an auto body shop class at any community college that offers the class. You pay $13 per unit. Say the class is worth 5 units, then you pay only $65 bucks for a semester class (4 months) take your own car to class and work on it. =) cheapest possible way i think
