It's always been 5 VIN, unlimited plates. I have this and use it quite a bit - actually MUCH easier to run plates than VIN in most cases so I don't see the issue?
In Illinois the owner generally keeps the plates and transfers them from car to car... so I would see that as less useful. I know in Washington and California the plate generally stays with the vehicle.

I'm originally from Chicago so good point, well aware of this. I think unless the buyer is buying from an auction where there is no license plate present, any private party would have the license plate on the car prior to sale so you could easily run the CARFAX from the plate.
I know a buddy who has a CARFAX app on his phone and he randomly runs plates on cars he sees on the road when he's bored
