I've never heard of the fold down seat release latches being in the trunk. On normal cars they are located at the top of the seats.
It's intended to secure things placed in the trunk. At least on my old E46, the trunk could be locked such that the keyfob and the interior trunk release button wouldn't open it, and the valet key couldn't unlock it. So anything you put in the trunk was safe(er) from a valet, or even someone who broke a window or otherwise gained access to the cabin. If you can fold down the rear seats from inside the cabin, that all goes away.
