There is a shop in brampton, call brampton rust check they do a very good job I been using them for 15yrs on all my cars.And i just took my lexus is 350c just yesterday to get done.[p.s] i know its not in toronto but its worth the drive.

I have been using Krown for almost fifteen years. I don't think a single one of my cars has ever shown rust around any of the drill holes.
I don't think you can ever stop rust but most of the good rust control shops will help slow down the rusting significantly.
The problem is that there will always be scratches and stone chips that will occur and that is what will usually promte the spread of rust.
If you plan to keep your car for a long time and drive it in winters you need to do more than just rust proof. You need to wash it reguarily, you need to keep it waxed, and you need to avoid driving through slushy and muddy driving conditions.

Actually lived on the Wet Coast for a few years and am out there quite often and I find more rust issues with cars out there than here in the frozen northlands - must be the salt air and constant 100% humidity

Well I can tell you that Krown does not offer a warranty unless you have started to rust proofing your car from them from 3 years or newer. The reason being is they said they don't know what has happened to the car in the first 3 years so they can't warranty even if you rust proof every year after. So that would lead me to believe the answer to your question is "yes" it matters when you rust proof.
