Have you ever even heard the car run......spend your money how you like but from pics you should have done some overall maintenance first on the car before pouring money into turbo kit and wheels.....from the pics it looks like many areas of this car have been overlooked.....the rear brake rotors look toast...

super lol at tweaked, but that's just me. Your grammar has me super confused, I was under the impression that you were buying a new harness and not doing a rework which would mean that tweaked would absolutely no need your harness. Harness repair can be a pain, but if the car ran and ran decent, then it wasnt that bad, just needed to be cleaned up and streamlined, double checked, all stuff that isn't very time consuming. A couple hundred dollars worth of work at best, maybe $25 in materials. Before shipping price shouldn't be more than $300 since this really isn't a difficult affair.
good luck on this, I highly suggest spending the next 6 months learning and understanding about what you got going on. The understanding is the key. It's real easy to get screwed on these cars when you have no clue what you're doing, parts and services for these things aren't cheap.
and whatever that rats nest of wiring was by the fusebox, figure out how to fix that. But seriously, post up price you're paying or paid for your harness rework and some details of what needed to be done to get it into shape.

More power to you man that price is solid out here I'm getting charged 1200 for a revamped harness and my harness isn't as bad as yours I still drive my car
But since you are refreshing your harness I'm guessing the price would be cheaper?

Is your car auto or manual ?
Do a coil on plug conversion while they have your harness, it will save you time and money and since you are not good with wiring they can make everything plug and play.
Last thing replace those valve cover bolts , the rusted one with some new ones from the hardware store.
