Help! Overheating!

Help! Overheating!
I need help guys. So my 98 gs400 keeps overheating. About 2 weeks ago we had some pretty horrible rainfall here in NM and one of my neighborhood streets was so flooded that it actually pushed my car backward. Now my belt tensioner pulley is making a weird whining noise so im gonna replace it, as well as I had to replace my tranny mount and fan shroud/fans cause the #2 fan came off of the motor and the motor wasnt even turning on. Since I replaced the fans...#2 fan still wont turn on, whereas the #1 fan is on constantly. Is that correct? The #1 fan is constant and the #2 fan is thermostatically controlled? Any suggestions? I have no idea where the temp sensors are on these cars. If anyone has some advise please share.
