That's weied, that shouldn't happen. You may need to try a high rpm polishing machine to take it off. If that doesn't work, then like said above and take it to a wheel shop. Sorry to see that.

This is common with bare metal... they are very easily damaged with hard water. Even clear coated pieces can easily be damaged with hard water... it is nasty stuff.

You will need to refinish the wheels to some degree to remove it. If you're lucky and the spots are not that bad, you will be able to remove them with a general metal polish on a micrfiber towel or foam polishing pad by hand. If they are more severe, they will need to be removed by machine polishing, and if they are quite deep, they will need to be sanded first.

Yes, by a professional shop which will cost me 200 or more. If i can do it myself good but i dont know how. Wider lips sell for $300. Its killing 2 birds with 1.5 stones haha. But if you know how to repair this please let me know .

Since you've already tried polishing by hand, machine polishing with a heavy polish would be the first thing to try and then wetsandimg would be the next step if that didn't work as Zach said. Even if you want to replace the lips I'd get the current lips cleaned up so you can sell them and recoup some of your money.

Try Dave at MemoryFab in Union City. I've tried wheel techniques in santa clara, but they charge nearly twice as much and the work isn't any better

Optimum Metal Polish works quite well. Meguiar's/Mothers makes some kind of wheel polishing cone/ball that you can attach to a drill. Getting well into the corners may be an issue though
