Does your heated switch light turn on when set to high or low? Do both the cushion part as well as the back of the seat not heat up? Does the other seat heat up?
I am also in Montreal

You need to check the heater elements with a test meter, and also test that there is voltage getting to the elements. But unfortunately, the elements themselves may be burnt out, it is fairly common.

You definitely will need to check the heating elements, as suggested by Lexus2000 above. However it is unlikely that both heating elements are burned out. (The seat cushion as well as the back). So its more likely that you have an electrical problem (Switch, Wiring, Fuse, etc..)

If both seats are inop, and switch lites activate when pushed, then I would check the elements as well. If you look at the wiring diagram in the manual, power splits at splice 19 and parallels to both switches. After power passes thru both switches, circuit is completed to ground thru splices 17 & 18.

Found this technical Service Bulletin for the '97 ES300, it may help. Below is a quote from it:
1. Lift up the console panel from the
Procedure back side using a screwdriver.
NOTE:
Take care not to damage the panel.
Place tape over the screwdriver tip
before attempting this procedure.
2. Inspect the seat heater switch
connectors:
The BLACK seat heater switch
connector should be installed in the
DRIVER’S side switch.
The BLUE seat heater switch
connector should be installed in the
PASSENGER’S side switch.
3. Reverse position of connectors as
necessary.
4. Reinstall the console panel
