Left blinker intermittently blinks rapidly.
both fr and rear bulbs have been switched.
When I restart the car it may blink normally.

I had a car that would do that intermittently. Try cleaning the connectors and using a little silicone grease on the contacts. It was years ago and a totally different car, but it worked.
