My GS300, 1999 model with stock 16" wheels are in need of new tires.

I searched but find nothing really helpful imo on this board that related to my issue. Simple!

Scenarios:
1. I live in Philadelphia, PA. We have snow, yes, a lot of snow in the winter.
2. Mostly highway driving (80%)
3. Want soft and quite ride
4. Handling
5. Look good
6. Lasting performance
7. PERFORMANCE

Question:
1. Reading on Brendon's recommendation and look on TireRack, I couldn't find the tires. HELP!?!
2. If I need to go to Sears and get new tires, what brand do you guys recommend? (Brand, Size, Performance Review)
3. JustTires and NTB???
4. Costco, BJ, Sam's Club?
5. Where in Philly can I get good service and price on tires?
6. How much did you pay for your STOCK/Equal tires? (install etc.)
